provide a way to notify the allowed translator of a profile when the owner of the profile updates it

Description

The idea is to give a chance to the members who have been granted the right to translate a profile, that the owner of this profile has changed it.

this notification should be optional, because it can create SPAM

This will help to keep profile accurate

May be it is an option to propose to the owner of the profile after his edit : Notify my translator of my changes. This way, the Owner of the profile will decide if it is an important update or not.
