Tasks and access rights
Access rights are given to certain volunteers so that they can do their work, e.g. server admins need shell access to the web server. These access rights require confidentiality and integrity of the person whom they are granted, because sensitive information might be obtained or actions with big impacts might be executed. We must minimize the potential for abuse. That's why we want to make sure that access rights are handled transparently so that there won't be too much power aggregated in one person's hands. Moreover, every kind of access shall be shared by at least two persons so that there won't be anybody with unique power.
